Active Agressor/Shooter Preparedness

Incidents involving an active aggressor are rare, but they can happen in any community. Preparing ahead of time can help individuals respond more quickly and safely if an emergency occurs. The guidance below is intended to support awareness, preparedness, and personal safety.

Prepare Now

Taking a few steps in advance can make a difference in an emergency:

  • Be aware of your surroundings and trust your instincts.
  • Identify at least two exits when entering a building.
  • Notice places that could offer protection, such as rooms with solid doors and locks.
  • Sign up to receive BYUH Alerts to receive emergency notifications.
  • Learn basic first aid or CPR if possible.
  • Report suspicious or concerning behavior as soon as possible.

Situational Awareness

Being alert does not mean being fearful. Simple habits can increase safety:

  • Keep volume low or remove one headphone in public spaces.
  • Take note of exits and escape routes.
  • Be aware of unusual or concerning behavior.
  • Trust your instincts and remove yourself from situations that feel unsafe.
  • Contact Campus Security or 911 if something seems wrong.

During an Active Threat

In an active aggressor situation, individuals may need to make quick decisions. You may hear the guidance Run, Hide, Fight. These are options, not instructions — choose what is safest for you in the moment.

Run

First Option, If Safe

If you can safely get away, leaving the area is the best option.
  • Leave belongings behind.
  • Help others if you can do so safely.
  • Warn others as you escape.
  • Call 911 when you are safe and provide as much information as possible.

Hide

If Escape Is Not Possible

If you cannot safely leave, find a place to hide.
  • Get out of the aggressor’s view.
  • Lock and block doors if possible.
  • Turn off lights and silence phones.
  • Stay quiet and remain in place.
  • Communicate with police silently if able (text to 911).

Fight

Last Resort

If you are in immediate danger and cannot run or hide, defending yourself may be the only option.
  • Act with determination to protect yourself.
  • Work together with others if possible.
  • Use available objects to disrupt or stop the aggressor.
This option should be considered only when there are no other safe alternatives.

When Law Enforcement Arrives

  • Remain calm and follow all instructions.
  • Keep your hands visible and empty.
  • Avoid sudden movements.
  • Do not grab or approach officers.
  • Continue evacuating in the direction officers indicate.
  • Do not stop officers to ask questions during the response.

After the Incident

Once the immediate danger has passed:

  • Follow instructions from law enforcement and campus officials.
  • Do not re-enter buildings until cleared.
  • Let family and friends know you are safe.
  • Be aware that emotional reactions are normal.
  • Consider counseling or professional support if needed.

In the event of an active aggressor emergency, families should rely on official BYUH communications and alerts. Please avoid coming to campus unless directed, as this can interfere with emergency response.
